Building equipment for your system yourself, called "do it yourself", can be a good way to save money in setting up a reef aquarium. But that shouldn't be the main reason as in the end that may not be the case. It does depend on your skill level whether it is a good idea or not and whether you are handy with the tools required to do the job. And if you don't know what you are doing it can end up causing a lot of problems, wasting time and money.
Many of the items that can be DIY for a reef aquarium system it isn't that hard to produce something that is funcation, safe and looks good. There is definitely the case with things that require woodwork, since people are more likely to have worked with wood previously. When you move to specialist equipment such as protein skimmers and calcium reactors then you really need to work from a plan that someone else has made available. This will mean that you will avoid making the same mistake that many others have made previously and get a good functioning unit before you may even fully understand how it works.
