Vast majority of aquarists will automatically place their chiller within the stand of their tank, without thinking about it any more or the consequences of that action. However, that is probably the worst place that a chiller can be placed.

Best location for a chiller is outside the house, in a cool, sheltered area. This provides a much better heat sink for the heat that the chiller is generating and trying to remove for the marine system. Most people can't do this, but if it can be then less electricty will be used by the chiller and it will work more efficiently. Next best location is in another room, followed by outside of the stand. This removes the heat of the chiller from away from the system but reduces the amount of heat that is transfered back. Which option selected depends on the constrant of the location of the marine system, some times it simply is not possible to have the chiller located anywhere other than in the stand.

Which ever location is choosen, it has to be well ventilated. Much in the same way you never box in a fridge without adequate space for ventilation and air movement. So having it within a fully enclose stand is a very bad idea.
